Important Information for Assesors

If you have been asked to be an Assessor by an applicant you must ensure that you are both qualified to give an opinion and that you do not have any conflict of interest.

Assessors May Not:

  • Be directly involved in the project
  • Be related to individuals directly involved in the project
  • Benefit financially from project or from providing their report
  • Be directly involved with the Telematics Trust as an Advisory Committee Member, Trustee or any other member of the Secretariat.

What is being requested of you?

As an Assessor you are asked to give:

  • A critique of the project;
  • A summary statement of the merit of the project; and
  • An assessment of the track record of the applicant(s), where this is known to you.

All Assessor Report must be completed on the appropriate form and emailed or posted directly to the Trust.

If you are unable to assess an application or cannot mail or email an assessment to reach The Secretariat by the closing date, please return the application and assessment forms to the applicant immediately.

The applicant's application form will not be accepted if the Assessor report is not received by the closing date.

Assessor's Reports may be forwarded to the applicant

Please note that Assessor's Reports may be forwarded to the applicant at their request after consideration of their project, although applicants are not advised of the author's name. It is therefore suggested that you provide a considered and fair judgement of the project.

Confidentiality

Applications are submitted in confidence. An Assessor is asked to respect this confidence. If it is necessary, in the interest of forming an opinion, to discuss the application with a colleague, please note such a sharing of confidence in an attachment to the form. When you have completed your review, please destroy the application.

Submitting the Assessor's Report

Please return your Assessor's Report to The Secretariat, The Telematics Course Development Fund, Level 18, 8 Exhibition St, Melbourne, Victoria, Australia, 3000 by 5pm on the relevant closing date.

GUIDELINES FOR ASSESSORS

Our Funding Objectives

The Trust targets and funds the application of information and communications technology (ICT) to the learning processes which:

  • need special attention
  • would be assisted by seeding grants
  • are not within the province of other funding bodies

Types of Projects we fund

  • Highly innovative development of curriculum material for interactive services
  • Instructional design for the use of interactive multimedia
  • New hardware-technology product developments specific to learner needs
  • Innovative use of ICT services in educational projects specific to learner needs
  • Projects that encourage cross sectoral working, networks, cooperation and partnerships within the technology arena (including conferences, exhibitions)
  • Limited extension of infrastructure to facilitate linkages within and between systems/networks
  • Technological projects of demonstrable social relevance
  • Research in the following area:
    - the relationship of learner needs to appropriate ICT applications
    - professional development
    - evaluation of the implementation of ICT services

Assessment Criteria

  • The quality of the applicant and their ability to deliver the project
  • The excellence of the proposed project and the likelihood that it will lead to:
    - the promotion of public education and training in Victoria
    - an important innovation or the solution of an important practical problem
    - economic or social benefit to Victoria and;
  • Where a loan is requested, the above plus;
    - sufficient financial return to repay the loan
    - details on security provided against the loan

All projects must

  • Be primarily based within Victoria and/or for the benefit of Victoria and Victorian people
  • Be education and/or training driven and market oriented
  • Have applicant partnership funding in either cash or in-kind

The Trust will not fund

  • Projects that are almost entirely infrastructural and/or equipment
  • Projects that are almost entirely salary and/or travel costs
  • Projects that merely translate curriculum materials from one medium to another
  • Core organisational costs
  • Projects lacking innovation

Funding Support

The Trust can provide two forms of support;

Grants of up to $30,000

The Trust requires that all projects provide some level of partnership funding whether it be cash or in-kind support.

The Trust normally provides grants of up to $30,000 and grant applications larger than this will only be considered in exceptional circumstances.

Loans of up to $100,000

The Trust does not place any limitation on the number of grants a person may hold from the Trust, however, the applicant can only apply for additional funding for the same project once the initial funding has been fully expended. Applicants can apply for a maximum of two grants in a funding round once the projects are distinct. Applicants will be asked to demonstrate they can devote adequate time to each project for which funding is being sought.
